Redistricting authority: 
U.S. Congressional Districts – Legislative, but Delaware only has one congressional district.

State Legislative Districts – Legislative. Each caucus in the General Assembly takes the census numbers and spends months working on developing new maps. They are then presented to the public. The House and Senate then fight it out and pass legislation that redistricts the state. The Governor has veto power over the legislation.
