U.S. Congressional Districts – Legislative.  Government Affairs Committees of both House and Senate.  Governor has veto power. 

State Legislative Districts – Arkansas Board of Apportionment. Consists of the Governor, the Secretary of State, and the Attorney General. The Governor does not have veto power over the state legislative plan.
