A legislator who’s hoping to be elected Kansas’ top elections official was fined $5,000 on Tuesday by the state ethics commission for misusing campaign funds.
The penalty for state Sen. Chris Steineger, a Kansas City Democrat, was the maximum possible. He said the ethics violation resulted from an unintentional mistake and promised to pay the fine quickly.
The Governmental Ethics Commission concluded that Steineger violated a law restricting how campaign funds can be used. Twice last year, Steineger used his Senate campaign fund to pay for polls testing how well voters recognized his name for a potential run for statewide office.
Steineger is running against Secretary of State Chris Biggs in the Aug. 3 Democratic primary. Three Republicans also are running for the office.

Seven more states have joined Texas and 13 others in a lawsuit against the federal government questioning the constitutionality of the Patient Protection and Affordable Care Act, or the health care reform bill, Texas Attorney General Greg Abbott's Office said Friday.
The complaint has been amended to include 20 plaintiffs, with Indiana, North Dakota, Mississippi, Nevada, Arizona, Georgia and Alaska joining Texas and others to fight the health care bill.
The amended complaint raises additional constitutional questions, including the argument that the bill violates the states’ 10th Amendment rights and provisions of the U.S. Constitution by forcing state taxpayers to pay billions on programs their states can't afford.

Staten Island District Attorney Dan Donovan kicked off his bid for attorney general Sunday - and grabbed a quick endorsement from Mayor Bloomberg, who was at his side.
Donovan, 53, becomes the first Republican to enter the race beside a crowded field of Democrats vying for the chance to be the state's top prosecutor.
"We have worked very closely together on making the safest big city in the nation even safer," Bloomberg said, noting Donovan's efforts to crack down on illegal guns and sex offenders.
Donovan is a lifetime New Yorker: He's a Staten Island native who attended St. John's University and Fordham Law School.
